Infrastructure Investment & Jobs Act
On November 15, 2021, President Biden signed the Infrastructure Investment and Jobs Act (IIJA) into law. The $1.2 trillion package, which was supported by Rep. Derek Kilmer (WA-06), includes $550 billion in new funding, invests in our roads and bridges, rail, transit, ports, airports, electric grid, water systems, and broadband infrastructure. It will create jobs, without raising taxes on everyday Americans. Below are tables outlining the division of the new $550 billion (over five years) in funding available under IIJA, as well as formula funds coming to Washington State, and key IIJA competitive grant programs. Keep in mind there are three ways to get funds under the law’s provisions: meeting eligibility criteria for formula funds; receiving suballocated formulas from the state government; and applying directly for competitive grant funds from the U.S. Department of Transportation (DOT).

When: The U.S. DOT and other federal agencies are currently working to implement various sections of the IIJA. They will be rolling out many notice of funding opportunities (NOFOs) in the months ahead. Timelines for various programs under the law will vary, and the best way to keep track of announcements is to check the websites below routinely. Our team will also provide regular updates on our website and social media pages, and can reach out to flag opportunities as they become available. Currently published timelines include RAISE Grants (deadline April 14, 2022) and Federal-State Partnership for State of Good Repair Grants for intercity passenger rail (deadline March 7, 2022).
Application Tips: Many projects could be eligible for multiple funding streams, and you are encouraged to apply for multiple pots of funding as long as you meet the eligibility criteria. For discretionary grant applications, the Biden Administration will prioritize projects that: create and sustain good-paying jobs, improve safety, combat inequity and improve quality of life for all, spur economic competitiveness, combat climate change and promote environmental sustainability, and drive innovation. Accordingly, I encourage you to highlight these aspects in your grant application materials.
